Jobs schemes’ design is still being worked out: MoS Chaudhary

Even as the Union Budget 2024-25 announced a slew of employment and skilling schemes that aim to benefit 41 million people over the next five years, the minister of state (independent charge) for skill development and entrepreneurship Jayant Chaudhary said that the design of these schemes is still being worked out. “The idea within the government is to build convergence into the design of every scheme. Not many people know that in the PM Vishwakarma, we are doing the skilling, and they are getting the beneficiaries through the MSME ministry. There are several ministries coming together for several schemes of the government,” the minister said at the Idea Exchange forum. Launched in 2023, the PM Vishwakarma is a centrally-sponsored programme launched by the ministry of micro, small and medium enterprises (MSME) to provide end-to-end support to artisans and craftspeople. Referring to the internship scheme introduced in the Budget, Chaudhary said that this programme is going to sit on top of the apprenticeship scheme that his ministry is already running. “Under the Apprentices Act 1961, the skill development ministry has an apprenticeship programme (NAPS) under which we are paying Rs 1,500 per month per apprentice. We have another programme called NATS (National Apprenticeship Training Scheme) where we are paying even more. The internship scheme will be aspirational,” he said. Last month, the finance minister Nirmala Sitharaman launched six employment and skilling-specific schemes that have a combined outlay of Rs 2 trillion spread across five years. For example, under the incentive-linked employment scheme, the government will give DBT (direct benefit transfer) of one-month salary in three instalments to first-time employees up to Rs 15,000. Then, there’s a separate scheme for job creation in the manufacturing sector. To upgrade the training infrastructure for blue-collar jobs , the FM had introduced a plan to upgrade 1,000 ITIs (industrial training institutes) through a hub and spoke model over the next five years. Further, the internship scheme seems to have caught everyone’s attention under which the candidates will get to work in top 500 firms with an entitlement of Rs 5,000 per month along with a one-time assistance of Rs 6,000. To incentivise employers, the scheme allows for 10% of the expenses that companies incur on the training and salary to part of their CSR (Corporate Social Responsibility) funds. None
