Haryana IPS officers’ promotions: Finance dept ‘surprised’ over fixing of salaries of 1997 batch IPS officers before their seniors

The Haryana finance department has expressed surprise over fixing of salaries of 1997 batch IPS officers even before their seniors in the state cadre. As many as four ADGP rank IPS officers from 1996 batch in Haryana have been waiting for fixing of their salaries for over two years while the salaries of two 1997 batch IPS have already been fixed. M Ravi Kiran, a 1996 batch IPS officer of Haryana had in April urged the state government to fix the pay of his and three other IPS officers — Mamta Singh, Hanif Qureshi and Krishan Kumar Rao — of the same batch to the rank of Additional Director General of Police (ADGP). Kiran had approached the government three day after the state government fixed the salary of two IPS officers of the 1997 batch to the rank of ADGP. The two IPS officers, who were withdrawing Rs 1, 99,600 (level-14) per month from July 1, 2023, are now withdrawing Rs 2.17 lakh (level-15) per month from July 1, 2024. Kiran, who was promoted to ADGP rank along with the three officers in May 2022 and is now posted in Hisar police range, had then said that the recent salary change “is against the principle of natural justice as well as the directions issued by the finance department”. Now when the state home department sent the matter to the finance department, its officers observed that “it’s strange that the pay of 1997 batch officers have been fixed whereas, the pay of 1996 batch officers who have already been promoted in 2022 has not been fixed till now”. In its observations sent to the home department on May 14, the finance department had asked, “what are the reasons not to fix the pay of 1996 batch officers and what is the need of step-up of pay of 1996 batch officers at par with that of 1997 batch officers, (your) proposal is silent”. On the other hand, the officers of home department say that at the time of promotion of 1997 batch IPS officers (February, 2024), matter related to “pay fixation of 1996 batch officers was under consideration due to matter of creation of cadre/ ex-cadre posts/ review of cadre strength”. They added that the 1997 batch officers were promoted after taking concurrence of the finance department for creation of two temporary posts in the rank of ADGP. The home department officials also mentioned that “now, the order of pay fixation of IPS officers of 1997 batch has been kept withheld due to the matter of fixation of pay of IPS officers of 1996 batch”. In a proposal prepared in the second week of July, the home department officials have suggested that the salaries of 1996 batch IPS officers may be fixed in ADGP rank from the date of their promotion (May 22, 2022), granting in-situ promotion to them. “Such in-situ promotions are being granted by MHA from time to time to meet administrative exigencies,” mentioned the officials of home department. Sources said that the home department is planning to send the matter to the finance department again for concurrence regarding fixation of salaries of 1996 batch IPS officers. None
